whisk together soy sauce, cornstarch,2 tbsp water,sugar and pepper. add meat to the mixture, stir and set aside. Heat on high,1 Tbsp of the oil, in a wok or stir fry pantill hot but not smoking.add broccoli and zucchini and stir for 1 minute. Add water and reduce heat to medium. Cover and let cook til tender-crisp about 6-9 minutes. Transfer veggies to a dish and set aside. Add remaining oil to pan and increase heat to high. let oil get hot and add onions. stir for 1 minute. Stir beef mixture and add to onions. Cook stiring constantly, till beef is no longer pink, about 2-3 minutes.
