Cook Ground beef, drain and rinse with warm water. Add 2 pkg. Taco seasoning and 1 1/2 cup water. Simmer until thickened. Spray 9 X 9 inch casserole dish. Layer 4 tortillas, half refried beans, half meat, 1/2 cup salsa, 1/2 cheese.
