cook the pasta in salted water according to the package directions; drain and reserve. Meanwhile, in a medium skillet cook the ground beef until no longer pink; sprinkle with flour and salt. Add the onion, green bell pepper and mushrooms. Cook for an additional 2 minutes. Remove the mixture from the heat. Add the tomato sauce, drained tomatoes and cottage cheese. Combine the beef mixture with the drained pasta. Pour into a 9 x 13 inch baking dish that has been sprayed with cooking spray. Top the casserole with sliced swiss cheese.
