Reconstitute the onions by covering with water. After 5 minutes, brown hamburger & onions together. Drain if necessary. Stir in tomato soup, milk, kidney beans, corn & chili powder. Bring to boil, turn heat dowm to simmer, add cheese. Stir until melted.
