brown meat in vegetable oil - a little at a time and remove when finished. Brown chopped onions and garlic in meat pan for 3-4 minutes; add peppers and chilis, sautee for another 3-4 minutes. Add meat back into pan; add tomato paste and crushed tomatoes; add beef stock or concentrate (about 1 C) to taste. Add spices as you like - simmer gently for 3 hours. Should be thick and spicey when you are finished.
