Mix all ingredients (except the soup, milk & peppers) either in crock pot, or in a covered baking dish. Then shape into a rounded loaf.Over the top pour 1 can condensed tomato soup, .5 can of milk (no need to mix) and all the pepper strips - use all different colors.For crockpot - cover & cook at high 1 hour, then low 4-5 hours.
