Here is how you make Huligina's Green Chile Stew:

Brown ground beef until cooked. Drain meat and remove all fat from pan. Return meat to pan and add potatoes, green chile, onion, salt, pepper and garlic powder. Add enough water to cover these ingredients. Cook until potatoes are almost done. Add beans and cook until thoroughly heated through.
