Batter:Mix together the oil, sugar, vanilla and eggs until creamy. Combine 3 cups flour with the baking powder and slowly mix into the batter alternating with the milk. Topping:Mix brown sugar, cold cubed butter, 4 Tblsp of flour, and cinnamon.Pour batter into a 9 x 13 pan that has been treated with Pam or butter and flour to prevent sticking. Next sprinkle the topping and 1 bag of butterscotch chips over the batter and swirl.Bake at 350 for 40-45 minutes.
