Mix and sift flour, baking powder, salt, and baking soda. Stir in the oats. Combine the orange juice, honey, egg and oil. Beat until well blended. Add grated peel. Stir just until all dry ingredients are mixed in. The batter will be thin. Fill well-greased muffin tins 2/3 full. Bake at 425' about 15 minutes or until golden brown.
