Here is how you make Staffordshire Oat Cakes:

In bowl of a food processor, blend oats until they become a flour. In large bowl combine all of the dry ingredients and stir to combine, add milk & water. Whisk until well blended.Cover with plastic wrap tightly and allow to sit for 8-12 hours. Remove wrap and add 2 TB melted butter. Mix .Heat a griddle to med heat and spray with non stick. Carefully pour 1/2 cup batter onto griddle. Allow to become bubbly and when the edges look dry flip and cook another bit of time until cake is slightly rowned.Remove from heat and cool completely on rack. Do not stack until cakesd are cooled.
