Combine flour, baking powder, white pepper in medium size bowl. Cut in softened butter until crumbly. Add 1/2 of the shredded cheese. Toss to combine.In a separate bowl, wisk together egg, milk, honey, herbs. Add to dry ingredients and combine to form a dough ball. Roll out on a floured surface to 1/2 inch thick circle. Cut into 8 wedges with pizza cutter. Transfer individual scones to baking sheet - separate at least 1/2 inch. Top with remaining cheese.Bake at 350 degrees for 20 minutes.
