Sift together these dry ingredients:
1 cup whole wheat flour
1 1/2 tsp baking powder
1 tsp salt
1/3 cup instant non fat powdered milk
Use a pastry blender or a fork to cut in 4 Tbs of Crisco shortening until the texture looks like coarse cornmeal. At this point add 1/2 cup water and stir quickly.
Add up to 1/4 cup more water if necessary to get dough to ball up.

Remove from bowl & place on floured surface.
Knead 10 times only.
Roll out from center until dough is 1/2 inch thick.
Cut with juice glass dipped in flour for round biscuits. Cut with cookie cutters for shaped biscuits.
Reform dough, roll out & cut again until all dough has been used up.

Bake at 450 degrees in preheated oven on cookie sheet.
