Using a vegetable peeler, remove about 1 inch of skin around the apple stem end. Use a melon baller to core the apples, but do not cut all the way through to the blossom end. Place the apples in a square baking dish. Mix the ground cinnamon with sugar. Add 1 tablespoon raisins to each apple. Add 1 tablespoon sugar blend to each apple. Put the rest of the raisins, the sugar and cinnamon sticks in the bottom of the baking pan. Pour the cider and rum over the apples.
