Preheat oven to 350 degrees.Grease bottom and 1/2" up sides of 9x13 pan.Combine flour, brown sugar and salt. Cut in butter until mix resembles coarse crumbs. Set aside 1/2 c. mixture. Stir baking powder, baking soda, cinnamon, and nutmeg into remaining mixture.Combine eggs and buttermilk. Add egg mix all at once to dry mix and combine well. Spoon batter into prepared pan. Mix the 1/2c crumb mixture and chopped nuts. Sprinkle over top batter.
