Here is how you make Hot Fudge Cake:

Heat oven to 350. For cake, combine first five ingredients. Blend in milk, melted margarine and vanilla and beat until smooth. Pour into a 9x13 pan. For topping, combine the dry ingredients and sprinkle over the batter in the pan. Pour the hot water over the top and DO NOT STIR! I know this sounds crazy, but it works great! Bake for 40 minutes.
