Make whole wheat macaroni according to pacakge directions minus one minute or so. Brown onions in a pan with butter. Add Milk and bring to a soft boil. Add in Scallions, garlic and parmesan cheese. return to a soft boil, stir and reduce heat to low.Grill steak until medium, salt and pepper both sides. Remove steak and slice into 1 inch cubes.Add all ingredients above into casserole dish. Top with break crumbs and shredded cheddar cheese.
