Combine butter and sweetened condensed milk in saucepan and heat until butter melts. Meanwhile, put chocolate chips and marshmallow creme in double boiler (don't mix or heat yet). When butter is melted, stir until well-combined with milk, then pour over chocolate chips & marshmallow creme. Heat & stir (over water) until smooth. Drop teaspoonfuls on waxed paper or parchment paper. Set at room temperature. Don't refrigerate or freeze. Store in airtight container.
