Combine flour, oatmeal and sugar/spice. Cut in SOFTENED butter to make crumbly. Use 1/2 on bottom of slightly greased 8 x 8 pan. Make 1/2 inch up side. Pat and spread gently jam. Sprinkle w/ chips if desired. Add 1/2 topping. Bake 350 degrees 35 mins Let cool & cut into 16 squares.
