Here is how you make Donut Muffins:

Preheat oven to 375. Grease pan. Mix 1/2 C sugar, 1/4 C margarine, & nutmeg in a bowl. Stir in milk, then mix in flour and baking powder until JUST COMBINED. You WANT the mix to be lumpy. Fill tins half full (they will have large tops when finished). In 2 small seperate bowls mix 1/2 cup sugar & cinnamon in one, and melted margarine in other.
