Preheat oven to 350. Toast oatmeal in the oven. In a food processor, mix flour, baking powder, salt, sugar, brown sugar and butter in small pieces. Process to small cornmeal stage. Add oatmeal,eggs and lemon peel if desired. Pulse until mixed.Spread half mixture in the bottom of a large roasting pan. Mix blackberries, 1C sugar, lemon juice & cornstarch in a bowl.
