Preheat oven to 350Mix flour, .25C powdered sugar, butter, and vanilla extract until butter is in pea-size pieces.Pour flour mixture into 11.5X7.5in slightly greased baking dish; smooth top into even layer and tap with the back of spatula to form a crust. Back until crust just starts to turn golden (about 20 minutes).MEANWHILE: In a small saucepan, over medium heat, combine raspberry jelly and raspberries. Cook, stirring occasionally, until preserves turn to liquid (3 minutes).Melt chocolate chips (can use a bit of nonfat milk with it to thin it out)When crust is ready:Spread thin layer of melted chocolate over sheet of cookie crust.
