Preheat oven to 425 degrees. In a wide bowl, whisk together the mayonnaise, lemon juice, water, lemon zest, salt and pepper. In another wide bowl place toasted panko. Dredge the fish first in the mayonnaise mixture, the in the panko to coat. Place on a rack nestled in a roasting pan.
