In a bowl, combine garlic, ginger, wine, sugar, sesame oil, scallion, and 1 tbsp soy sauce. Cut flank steak into strips and add to bowl. Let marinade 4 hours or more. Marinading is optional, but it will help tenderize the meat, as well as enhance flavor.In another bowl, combine broth and remaining soy sauce.Cut broccoli into bite sized pieces.
