Spray pressure cooker bottom and sides with spray canola oil or PAM. Shake chunks of beef in a ziploc bag with 1/2 of the flour, then brown in pressure cooker with the top off. Tightly close top on cooker; cook on medium-high heat with top on for about 30 minutes.Remove from heat. Let cooker rest until steam indicator has dropped, then remove cover (carefully) and add the carrots and celery. Close top tightly on cooker, return to heat with top on and cook another 10-15 minutes. Remove all meat and vegetables from cooker with a slotted spoon and place in serving dish. With the cooker top off, on low heat, add the second 1/2 of flour slowly to the au jus in the cooker and stir until fully incorporated.
