Heat sausage in a pan, adding onions, and peppers. Saute. Stir in chili powder. Remove from heat. Place the mixture in a sprayed casserole pan. Beat skim milk, baking mix and egg substitute together until smooth. Pour into the casserole pan directly over the meat mixture. Mix together diced tomatoes and cheese.
