Lightly dust them with 2 tablespoons flour.In a pot, place a small amount of oil. Add 2 garlic cloves and cook until lightly browned. Add the ribs to the pot and brown on each side. Add half water and half prepared beef broth from bouillon, just to cover ribs. Bring to a boil. Remove the ribs from the pot and place in a casserole dish. To the casserole dish add onion and remaining garlic. Season with salt substitute and pepper. Add about 1 cup prepared beef broth from bouillon. Roast the ribs in the oven for 2 hours.
