Cut the cauliflower into large florets chopping off thick stems. Place in a food processor and chop until it's the consistency of rice. Set aside. In a non-stick pan sautee the garlic for about a minute until it becomes fragrant. Add the onions and saute until they become translucent. Add the cauliflower rice and generously salt and pepper the mixture. Add the Cayenne and cook for about 5 to 7 minutes until the cauliflower is cooked but not mushy. Add to jalapenos.
