Have your beans and rice cooked before-hand.In a skillet, saute onion, bell pepper, garlic. Then add water, beans, oregano, cumin, red pepper, parsley. Let mixture simmer for a few minuets.Makes about 5 3/4 cup of beans. Serve over about 3/4 cup of rice.
