Here is how you make Mexican/Spanish Rice:

In a medium skillet, saute onion, green pepper and garlic in olive oil until onion is soft. Combine remaining ingredients, except cheese, and bring to a boil. Lower temperature to a simmer and cover. Let cook 25 minutes or until all liquid has been absorbed. Mix well, lower temperature to low and sprinkle cheese on top. Cover until cheese has melted.
