Here is how you make Green Rice:

Roast and peel pasilla pepper. Remove seeds and stem.Add pepper, parsley, cilantro and scallions to food processor with 2 cups of the water. Process to a puree. (Note: if your food processor has a small bowl, do this step in two batches.)Add puree, remaining water, butter and rice to pot on stove. Bring to boil.
