Brown beef under broiler of oven.drain and pat dry with paper towel.place beef, water, tomatoes (with tomato juices), thyme, pepper, bay leaf in pot. Bring to boil then reduce heat. Cover and simmer for 2 hours. Add carrots, potato, celery and onion. Cover and simmer over low heat for 45-60 mins or until beef and veg are tender. To serve, transfer beef and veg to plater, cover with foil to keep warm. Skim fat from cooking juices. Bring juices to boil and boil uncovered for 2 minutes until thickened.
