Here is how you make Michie's Stuffed Pepper Soup:

In a large soup/ stock pot brown meat, once 3/4 of the way cooked add tomatoes & seasonings and cook for about 30 min. Add 2 cups of water to tomato/ meat mixture and then uncooked rice, simmer for another 20 min or until rice is tender. Add in sliced or cubed peppers and cook for 10 more minutes. NOTE: you can cook the rice separately and add it at the last minute with the peppers.
