How Do I Make Stuffed Green Pepper?

Here is how you make Stuffed Green Pepper:

Cut tops off of green peppers and clean out inside. Blanch in boiling water for about 5 minutes to soften. Remove and place in baking dish right side up. Preheat oven to 400 degreesCook onions, garlic, and turkey in skillet. Add rinsed black beans and tomatoes and cooked rice to skillet once meat is thoroughly cooked. Mix well. Season to taste. I used cumin, cayenne pepper, and paprika. Stuff green peppers with mixture. Place about a 1/4 cup of water or broth in bottom of dish to create steam. Cover dish with foil.
