Here is how you make Puerto Rican Stuffed Peppers:

sauté garlic – do not brown and set asidebrown turkey and add all other ingredients(except cheese) with enough of the tomato sauce to just add a red color.Cook down until juice almost gone and let cool.Slice off top of banana peppers, slice down side and clean out inside. Stuff 1/8th mixture tight and seal with a toothpick. 375 for about 30-45 minutes until peppers are done.
