Brown meat and set aside. Cut off tops of bellpeppers and clean out insides.wash ans set in side 8x8 or 9x9 baking dish.cook rice according to package.Then mix Celery, mediun tomato,katchup,hambuger,salt and pepper to rice and mix together. Add mixture to bellpeppers.in a seperate small bowl mix tomato sauce and suger together, top each bellpepper with sauce but reserve 1/2 of sauce for after the peppers are done cooking then pour the remaining over tops again.
