Preheat the oven to 375. Spray a non-stick roasting pan with olive oil. Cut the scallops into small pieces. Chop the green onion. Combine both of these with the goat cheese, 1/4 c of the breadcrumbs, and tarragon. Add salt and pepper to taste. Mixture should hold together. Take one quarter of this mixture and place on one fillet. Wrap the fillet around the stuffing and secure with a toothpick. Coat each stuffed fillet lightly with egg and then bread crumbs.
