Combine milk and flour in a small saucepan, stirring to blend. Bring to a boil; reduce heat to low, and cook, stirring contantly, until smooth and thickened.3. Stir in turkey, celery, onions and cheese. Sprinkle with remaining 1/2 teaspoon of salt and pepper.4. Spoon turkey mixture into tomato shells, and place shells in a 13x9x2 inch baking dish.
