Here is how you make Herb Baked Halibut:

Preheat oven to 350 degrees. Spray glass baking dish lightly with cooking spray and places fillets in dish, single layer. Blend milk and flour well. Cook over medium heat, stirring constantly, until sauce thickens and bubbles. Cook and stir one minute longer, then remove from heat.Add salt, garlic salt, pepper, thyme, oregano and chopped green onions into flour and milk mixture. Pour sauce over fillets.
