Add to pot of water and begin to boil. While your cauliflower is boiling melt butter in a large frying pan, add cauliflower and saute for a few minutes. Sprinkle on flour and stir until paste forms on celery. Add milk stir constantly on medium heat until well blended to make rue. Cook for 1-2 min.Season with pepper/onion powder. Add tuna and tuna juice. If mixture is very thick add milk to desired consistency. Reduce heat and check cauliflower florets. If florets are tender place a strainer in the sink, add frozen peas and pour cauliflower and hot water on the peas to thaw and prevent added water to the sauce. Shake to remove as much water as possible. Add to frying pan and mix together. Once mixed together pour into a casserole dish. Top with shredded cheese.
