Pan sear the scallops in 2 tsp oil. Remove from pan.Add butter to pan and saute the green onions in the butter. Add flour and cook for a couple minutes before gradually adding in the milk. Add the garlic and salt and pepper to taste and bring to a boil so it starts to thicken. Sprinkle in the parmesan cheese and allow it to melt into the sauce.
