Cook fish and flake. Melt margarine in saucepan. Add flour slowly while stirring. Add milk a little at a time stirring to blend. Add pepper and salt. Raise temperature and stir until thickened. Lightly grease baking dish. Cover bottom with sauce, then layer of fish and then a layer of cheese. Alternately layer sauce, fish and cheese ending with sauce on top.
