Cook pasta according to package directions. While water is heating, prepare sauce. Mince garlic. In a medium sauce pan sauté garlic in olive oil until fragrant and slightly brown. Add remaining clam liquid, parsley flakes and red pepper flakes. Cook on medium - medium high heat until sauce is reduced and thickens. (If additional liquid is needed, add pasta water a tablespoon at a time until desired consistency is achieved). Strain pasta and add it to sauce and toss to coat pasta.
