In a small skillet over medium heat, add butter and garlic. Cook about 1 minute. add pepper and onion, cook till soft; about 5 minutes. Add broccoli and cook an additional 1-2 minutes. Remove from heat and stir in peas. Using pot used for cooking pasta, add all ingredients and cooked veggies, cook for about 5 minutes till heated through and cheese is melted.
