How Do I Make Veggie Shepherd's Pie?

Here is how you make Veggie Shepherd's Pie:

In a large sauce pan or Dutch oven, heat olive oil over medium heat, add onion and sauté for 5 minutes, until soft. Add garlic and continue sautéing, about 1 minute. Make sure the garlic doesn’t burn. Add tomato and cook for two more minutes, stirring frequently. Add stock and vegetables, bring to boil, cover, lower heat, and cook until vegetables are tender, about 5-10 minutes. Add soy sauce and pepper, taste, and adjust seasonings as necessary. Preheat oven to 350. Spray a baking dish with cooking spray. Arrange vegetables in it, and then cover with a layer of mashed potatoes. Garnish. Bake until bubbly, about 30 minutes.
