Heat the oil in a large skillet and keep warm. Add onion and bell pepper to the skillet and saute until tender-crisp. Remove from skillet and keep warm. Add broth and wine to the skillet; bring to a boil, scraping up all of the browned bits from the bottom of the pan. Add mushrooms, then reduce heat, cover and simmer until mushrooms are reduced, about 5 minutes. Raise skillet heat to medium; add pearl onions and thyme; cook, uncovered, for about 5 minutes, or until sauce is reduced and almost all of the liquid is gone. Spoon bell peppers, mushrooms and onions over fish and serve.
