Saute onion, celery, bell pepper and garlic until veggies are softened. Stir in flour and cook for about one minute. Slowly add broth, stirring while adding. Continue stirring until mixture has thickened. Add remaining ingredients EXCEPT shrimp and parsley-, reduce heat to med-low, cover and simmer for an additional 10 minutes, stirring occasionally. Stir in shrimp and parsley and cook until shrimp is done (about 4 minutes or so).
