Combine shrimp, garlic powder, parsley and pepper to taste. Set aside.In another bowl, combine salmon, scallions, egg, bread crumbs, mayo, and dill.Spray skillet with non-stick cooking spray. Take salmon mixture and divide evenly into 8 servings. Take the shrimp mixture and divide evenly into 4 servings. Take 1 serving of salmon, flatten, take 1 serving of the shrimp and layer on top of falttened salmon, take 1 more serving of salmon and layer on top of the shrimp. Make into a patty.
