Here is how you make The Italian Casserole:

Preheat oven to 350. Spray non-stick cooking spray in a 2 qt casserole.Brown ground beef with onion, adding salt, pepper, and garlic powder to taste. Drain well. Add tomato sauce and tomato paste with water. Simmer for 10 minutes.Meanwhile, cook noodles according to package directions, and drain well.Place cream cheese and skim milk in microwave safe bowl and cook for 2-3 minutes, stirring every minute. When cream cheese is mostly melted, stir with a whisk til thick and blended. Add sour cream and 1/2 c Parmesan and stir into noodles.Pour sauce over noodles and stir well. Pour noodles and sauce into bottom of casserole. Pour beef mixture over noodles.
