Here is how you make Rice Macaroni and Cheese:

Cook the rice macaroni in boiling water for 8-9 minutes, until al dente. Drain and rinse with cold water, set aside in a 9x9 inch baking pan.Preheat oven to 350 degrees. Melt the butter in a small saucepan, when it is melted add the flour or cornstarch and stir to make a roux or paste. Do not let it brown. Add the milk a little at a time, mixing the flour in with a whisk until smooth. Add the cheese to the hot milk one slice at a time, stirring with a whisk until it is all melted. Add the spices, remove from heat.Pour the cheese sauce over the macaroni and bake for 40 minutes or until bubbly and golden on top.
