1. Cook broccoli in boiling water until almost done. Drain, reserving 1/2 cup of the water.2. Melt butter in pot, mixing in flour once melted. Cook for a few minutes, then add garlic powder and chicken oxo.3. Add broth, milk and reserved water.4. Bring to a boil. Allow to thicken. If the soup isn't thick enough, stir the 2 tbsp cold water into the 2 tbsp corn starch and add to the broth. It should thicken quickly.5. Add broccoli and reduce heat. Simmer for ten minutes. 6.
